Road Safety message for S5 and S6 pupils
Central Scotland Safety Camera Partnership (CSSCP) is providing a free ruler featuring a road safety message to S5 and S6 pupils across Clackmannanshire, Falkirk and Stirling.
The rulers show stopping distances needed at 30mph, 50mph and 70mph and are illustrated by car lengths.
Kathleen Grant, Communications Officer for CSSCP said “In 2005 there were 286 deaths and 2652 serious injuries on Scotland’s roads. Many of these were a direct result of someone speeding or not driving at an appropriate speed for the conditions. The aim of this initiative is to clearly illustrate, to those who may be about to begin driving, the distance needed to stop a vehicle at speed. ”
Neil MacSporran, Programme Manager for CSSCP said “By providing the students with something they are likely to use everyday of their academic lives it is hoped this message will register with them and spark some debate. Far too many young people are killed or seriously injured as a result of speeding vehicles.”

‘Nobody Has Business Speeding’ Company Fleet Campaign
A pack detailing the consequences of speeding for companies and company drivers is being launched by Central Scotland Safety Camera Partnership (CSSCP).
The Partnership is asking local companies to ensure that all employees understand their responsibilities as drivers and keep within the speed limits that apply to their vehicles. The packs contain leaflets, dashboard speed limit stickers, speed limit posters for notice-boards and sample vehicle log books.
Kathleen Grant, Communications Officer for CSSCP said “This campaign is focussed on encouragement and education. The packs are filled with information for employees and employers alike on their responsibilities under the law and the positive steps that can be taken to tackle the problem of speeding company vehicles.”
Chief Inspector Donald McMillan, head of the Road Policing Unit in Central Scotland Police said “Speeding is reckoned to be a significant factor in around a third of all collisions involving death or serious injuries. We are keen to encourage local companies to promote good driving practices and therefore welcome CSSCP ‘Nobody Has Business Speeding’ Campaign.”

CSSCP Launch Tourist Postcards

An information postcard which features scenes of Clackmannanshire, Falkirk and Stirling are available throughout the Central Scotland area and are free to members of the public . The back of the postcard, shows a speed limit table, road safety do’s and don’ts and a reminder that CSSCP will be out enforcing the speed limit on roads with a history of collisions.
Kathleen Grant, CSSCP Communications Officer said, “The postcards are designed to ensure that visitors to Central Scotland area are fully informed of the speed limits and provided with advice on road safety. Tourists can often be unfamiliar with the nature of roads in the area and foreign drivers can be unsure of road signs and different speed limits. Of course, we want everyone who visits the Central Scotland area to have a wonderful time, and we also want their trip to be safe.”
Chief Inspector Donald McMillan, head of the Road Policing Unit in Central Scotland Police said, “The Central Scotland area benefits substantially from tourism and summer travel naturally results in higher numbers of motorists who may be unfamiliar with our roads and traffic legislation. Central Scotland Police are keen to support the Partnership’s campaign and we will continue in our efforts to ensure that road safety messages get through to all motorists using our roads.”
VisitScotland Area Director, Argyll, Forth Valley and Loch Lomond, Iain Close, said: “We aim to make Scotland a must visit must return destination and this means that safety is a top priority. We are delighted to support such a helpful initiative.”

‘Better Biking in Central’ Road Safety Campaign
The campaign material has been distributed to communities throughout Stirling, Falkirk and Clackmannanshire at locations visited by motorcyclists.
Central Scotland has some of the most stunning scenery and has been recognised as one of the most attractive locations for visiting motorcyclists in the UK. Motorcycle use of roads on the A82/A84/A85 increases significantly between April and September.
Kathleen Grant, CSSCP Communications Officer said, “Following discussions with CSP Road Policing Unit, we decided to produce localised campaign material, designed with visiting motorcyclists in mind. The leaflet features the A82, A84 and A85 and is provided to focus the motorcyclists’ attention on road safety. To complement the map and as an aid to foreign motorcyclists, better riding tips are given in English, German, Dutch and Spanish, along with information on CSSCP safety camera sites.”
Chief Inspector McMillan of CSP Road Policing said, "We welcome visitors to the area, but it is clear that the increase in traffic at this time of year results in a greater number of collisions involving motorcyclists. Whilst the causes of these collisions are varied, speed is a factor and is also a major source of complaints from local residents. The roads over which the motorcyclists are traveling carry a variety of vehicles including slow moving agricultural vehicles, caravans and large goods vehicles, and riders should be alert to this. We are committed to reducing road casualties in the area and we welcome the production of the leaflet by Central Scotland Safety Camera Partnership."
Richard Johnson, Chair of Callander Community Council said, “We are working to provide better facilities and safer roads for bikers. We want more bikers to come and enjoy the town and the roads around Callander. This leaflet is very welcome to make the biking experience even better and safer for riders.”

But don’t treat speed limits as a target - it’s often not appropriate or safe to drive at the maximum speed limit. It’s important that drivers take into account weather, road and traffic conditions. We don’t want to detect you speeding, what we want is for motorists to slow down and drive at a safe speed.”

Central Scotland Safety Camera Partnership (CSSCP) mobile safety cameras will be operating on the A876/M876 Dennyloanhead/Kincardine motorway where a temporary 40mph speed limit is in force through the extensive roadworks.
Throughout the duration of the roadworks motorists are urged to adhere to the temporary speed limit which is there for the safety of construction workers and all other road users.

‘Be a better driver’ Road Safety message
Central Scotland Safety Camera Partnership (CSSCP) launches their ‘Be a better driver’ road safety message on the back of local buses. The campaign sets out to encourage drivers to be aware of the speed limit and drive within it.
CSSCP deploys mobile safety cameras to locations where there is a history of collisions and evidence of excess speed. With five of CSSCP mobile camera sites located on roads with a speed limit of 30mph it is crucial that the road safety message gets to those drivers who continue to drive irresponsibly.
Neil MacSporran, CSSCP Project Manager said “It is imperative that motorists drive within the speed limit, and at a speed appropriate to the road conditions, if we are to reduce the number of collisions, deaths and serious injuries caused on roads in Central Scotland.”
Kevin Robertson, Chair of CSSCP and Stirling Council’s Roads Manager said “Our aim is to improve road safety and reduce vehicle speeds. Therefore we feel this clear and simple message is appropriate to remind drivers to be aware of the speed limit for the road they are driving on and to drive within the speed limit. As drivers we all need to be more conscious of how we drive and strive to be a better driver.”
Donald McMillan, Chief Inspector, Central Scotland Police Road Policing Unit said “Our goal is to make the roads in Central Scotland safer and we welcome all efforts to educate motorists and encourage drivers to address poor driving behaviour.”
M80: £2.5m RECONSTRUCTION PROJECT
MAJOR TRAFFIC RESTRICTIONS FROM FRIDAY
TRAFFIC MANAGEMENT SYSTEM TO AID DRIVERS
A £2.5million project to reconstruct a section of the M80 motorway near Denny is scheduled to begin on Friday (25 August), for eight weeks. And an innovative traffic management system will be used to reduce congestion for the benefit of motorists.
During the works a maximum of only three lanes will be available on this stretch of the motorway, carrying traffic both north and southbound for the duration of the reconstruction. Significant planning has been undertaken to identify the optimum traffic management arrangement for the project, to channel drivers safely through the site whilst minimising disruption.
Therefore a smart tidal-flow system will be used, maintaining two lanes in the direction of the heaviest flow of peak-time traffic each day – southbound in the morning and northbound early evening. One lane only will be available in the opposite direction.
The layout at the works will therefore change twice daily and road users are warned to be extra vigilant.
Kenny Kerr, Amey’s unit manager for south east Scotland explains: “We’ve adopted this system specifically for this project with the primary aim of minimising disruption. Signs will direct drivers safely through the works but it is essential that road users remain alert for the changing layout.
“By shifting the traffic management layout twice daily we will be able to provide the greatest capacity possible in the direction of the heaviest flow of traffic. Ultimately this system will help to reduce congestion.
A tidal-flow system of traffic management was last used in the region of 20 years ago during resurfacing of the Forth Road Bridge
For everyone’s safety the speed limit through the traffic management will be reduced from 70mph to 40mph. The temporary limit will be enforced by officers from central Scotland police and staff from central Scotland safety camera partnership.
Once works begin it is anticipated that delays are possible and motorists are advised to consider their travel plans carefully, building in plenty of extra time for journeys in this area.
This section of the M80 was upgraded from a dual carriageway to motorway status in the 1970s and is now trafficked by around 17,000 vehicles daily. The high volume of traffic has caused deterioration over time.
During the project approximately 1.6 km of the north and southbound carriageways will be completely reconstructed, new drainage systems installed and all associated road markings repainted.
Working together to make our roads safer
Key organisations in Central Scotland are working together to reduce vehicle speeds and improve road safety for all road users.
The Central Scotland Safety Camera Partnership has been formed to reduce casualties from collisions through a combination of speed enforcement and education. Excessive speed is a major contributory factor in many collisions where death and serious injury occur. The Partnership is aiming to further drivers’ understanding of the need for speed reduction and to change driver behaviour so that speeding is considered to be as anti-social as drink driving.
The Central Scotland Safety Camera Partnership is made up of Clackmannanshire Council, Falkirk Council, Stirling Council, Central Scotland Police, the Scottish Executive, Area Procurator Fiscal and Clackmannan, Falkirk and Stirling District Courts. Supporting Partners are Forth Valley NHS Board, the Scottish Ambulance Service and Central Scotland Fire and Rescue Service.
In 2004, 904 people were killed or injured on Central Scotland’s roads, of these 183 were seriously injured and 15 were killed.
In line with 45 other Safety Camera Partnerships now operating across the UK, the Central Scotland Partnership has been formed as an effective way of investing monies raised from fixed penalty fines in road safety. Any surplus income will be returned to the Treasury.
The Partnership will operate 2 mobile camera units at 12 identified sites with a history of excessive vehicle speeds and casualties:

All locations where the mobile cameras are operating are well sign-posted and the mobile camera vans are highly visible.
Safety cameras are just one tool used by local organisations to help improve road safety. Engineering measures are also implemented to improve road safety in areas where collisions are more likely to occur. These include road improvements, traffic calming, signage, carriageway markings and lighting, as well as speed-activated signs warning drivers of their speed and of the need to slow down.
Kevin Robertson, Chair of the Central Scotland Safety Camera Partnership Programme Board and Stirling Council’s Roads Manager, said: “We’ve seen from experience elsewhere that safety cameras are effective in reducing vehicle speeds and road accident casualties. In addition to safety cameras, local authorities in Central Scotland will continue to work in partnership with the communities, Central Scotland Police and other bodies, to implement a range of road safety initiatives and projects. This includes road improvements and traffic management measures at identified accident sites, along with the introduction of traffic calming and 20mph speed limits around schools and other traffic sensitive areas, and the use of speed activated warning signs. Our aim is to improve road safety, reduce vehicle speeds and improve conditions for all road users. It is anticipated that safety cameras will play their part in helping to achieve the overall casualty reduction targets set by Central Government for the three Council areas which make up the Partnership.”
Inspector Bob Murphy, Central Scotland Safety Camera Partnership Programme Manager said: “Central Scotland Police have been, and will remain, committed to the reduction of road collision casualties throughout our area.
“The formation of the Safety Camera Partnership will allow us to enhance already strong relationships with our partners and provide structured safety camera attendance at locations throughout the area which have prominent casualty statistics and where speeding is known to be an issue.
“Our goal is to assist in making the roads in our area even safer and to do this we will concentrate our efforts on those motorists who choose to disregard the speed limit and compromise their safety and that of every other road users”.
Councillor Janet Cadenhead, Clackmannanshire Council, said: “Reducing speed in our communities is vitally important. It is a major factor in many of the road accidents that take place across Clackmannanshire. Despite our best efforts to educate people about the dangers of speeding there are some drivers who refuse to listen. The work of the Safety Camera Partnership will go a long way to reducing speeds in our towns and villages, and hopefully make them a safer place for residents and visitors as a result.”
Councillor Diane Williamson, Falkirk Council Convener of Community Health and Safety welcomed the project: “I believe the Central Scotland Safety Camera Partnership will help to reduce speeds on our roads and make them safer. Vehicle speed is a major factor in the severity of accidents. The Partnership, by focusing on both education and enforcement, can play an important role in making speeding socially unacceptable, complementing Falkirk Council’s work on traffic management, 20mph speed limits at schools and other road safety schemes.”
Councillor Gillie Thomson, Chair of Stirling Council’s Environment Committee, said “The Central Scotland Safety Camera Partnership accords with the objectives of the Council’s Road Safety Plan, which strives to improve the safety of the road network through joint working across the various public agencies, using the complimentary themes of engineering, education, enforcement and encouragement. I believe the work of the Partnership will assist in reducing vehicle speeds and collision casualties, and in conjunction with accident remedial schemes and traffic management measures being implemented by the Council, will make the roads safer for all road users and communities.”
Chief Constable Andrew Cameron, Central Scotland Police, said the new camera partnership would complement the work undertaken by Road Policing Unit officers in tackling road safety.
He said: “I welcome the launch of the Central Scotland Safety Camera Partnership. Our focus in Central Scotland Police is a drive to tackle all anti-social behaviour. There is nothing more anti-social and inconsiderate than driving faster than the speed limit allows.
“We all want to reduce the number of road collisions and by doing so, the number of fatalities and injuries to adults and children in our communities. Speed plays a major part in collisions and drivers must slow down.
“Enforcement is big part of our overall strategy, but it goes along with an emphasis on education – for motorists and all road users of all ages. Encouraging motorists to examine their driving habits and address the poor behaviour on the roads is also central to our work. But engineering is also critical and we work closely in partnership with our local authorities and road experts to identify and design-out accident hotspots.”
Bob MacGregor, Area Service Manager Forth Valley Scottish Ambulance Service, said: “The Ambulance Service fully supports this important initiative. It is well documented that the reduction of speed has an effect on reducing the severity of injuries, both in and out of a vehicle.
“This initiative will help to reduce both the severity of injuries and the number of fatalities. It will help to reduce the need for our resources to be kept for long periods of time at road traffic collisions and therefore be available to provide immediate care to cardiac, trauma and other medical emergencies within our communities.”
Steven Torrie, Chief Fire Officer, Central Scotland Fire & Rescue Service, said: “I believe that this road safety and casualty reduction initiative is one that is capable of demonstrating measurable results by encouraging drivers to slow down, thus reducing the likelihood and severity of road accidents. In other areas, where such measures have been introduced, improvements in road safety have been realised.
“All too often, my officers, and those of the other emergency services, are required to deal with the after effects of incidents where speeding has been the single biggest factor. They have to witness the impact on those involved and on their loved ones. A reduction in the requirement to attend road traffic collisions, with the implicit burden upon emergency and other services, will allow valuable resources to be re-directed into other preventative community safety measures.”
